对于外国人在办理OCBC开户，若通过网页平台进行360账户的设立操作，会出现一个无法进行debit card借记卡申办的情形。这个情形在FB官方线上客服咨询时，获得的回应是：

客服进一步明确，这种情形，官方不给与任何解决办法，就算删除现行360账户重新开立，不仅需要缴纳30 SGD作为手续费，而且照样不会发卡：

Resubmitting the 360 account opening via the app will not give you a debit card as well. Account closure within 6 months of opening will incur an early closure fee of $30.

从官方在线客服没有获得有何解决方案。

之所以这个问题是一个问题，主要是因为OCBC网页的借记卡申请入口，在填写外国人资料时必须输入FIN码。

在新加坡，FIN码是指外国人身份证号码（Foreign Identification Number）。这是新加坡政府为非公民（如工作准证持有者、学生和其他长期居留者）分配的一个唯一识别码。FIN码通常用于政府文件和在新加坡进行各种官方事务时。

但这个方法的问题在于：麻烦+耗时长。

实际上，有一个很快的方法可以重新触发APP的360账户开启，那就是先关闭在网页设立的360账户。

如何关闭？

登陆个人页面后，客户服务——关联或解除关联账户，将360关闭即可。

就算当天日内处理也不需要支付FB线上客服提到的30SGD手续费。

在网页关闭现有的360账户后，即可通过APP重新开立360账户。

目前关于OCBC账户开立的资讯网络上非常多，在这里提醒一下：

1、目前外国人借记卡通过APP申请开通360是最快方法

2、完成APP账户开立，虚拟卡的信息会通过APP提供，请截图留存

3、收到的短信、邮件激活号码，请到这个OCBC连接进行激活（操作是反转卡面显示卡背面，卡号、日期及CVV和APP显示的会是一致的）

短信是：

4、虚拟卡首次线上支付，有概率出发风控，显示卡suspended，处于被锁定状态而无法完成任何线上交易：

客服会在电话里验证你的护照、卡号后四位以及触发风控的线上交易是在哪个平台购买什么商品等信息。

主要是核实交易是否由你本人亲自操作。完成后，大概1小时内卡会解除锁定状态，虚拟卡就可以正常使用了。
