According to the fastest cardless solution for the OCBC 360 account provided in this article, you can immediately apply for a card through the app after the operation. It is especially important to leave your phone number in the address field, as this helps EMS deliver your physical card more smoothly.
In our actual operation, we received the card delivered to our door within a week after submitting the application.
When using the virtual card, the first payment is likely to trigger risk control.
For foreigners opening an OCBC account, if the 360 account is set up through the web platform, there will be a situation where it is not possible to apply for a debit card. The response received from the official Facebook online customer service regarding this situation was:
Thank you for the clarification. For overseas customers, debit card will not be issued. This is in the FAQs on our website for foreigners account opening: https://www.ocbc.com/personal-banking/digital-banking/sg-bank-account
The customer clearly stated that debit cards are not issued to foreigners and provided the above explanation.

Customer service further clarified that in this situation, the official will not provide any solution. Even if the current 360 account is deleted and reopened, a fee of 30 SGD must be paid, and the card will still not be issued.
Resubmitting the 360 account opening via the app will not give you a debit card as well. Account closure within 6 months of opening will incur an early closure fee of $30.
No solution has been obtained from the official online customer service.
The reason this issue is a problem is mainly because the OCBC website’s debit card application portal requires entering the FIN code when filling in foreigner information.
In Singapore, the FIN code refers to the Foreign Identification Number. This is a unique identification code assigned by the Singapore government to non-citizens (such as work permit holders, students, and other long-term residents). The FIN code is commonly used in government documents and for various official matters in Singapore.
Searching the relevant information currently available online, there is a solution mentioned on Xiaohongshu:
Print OCBC’s debit card paper application form, then submit the application form together with a copy of your passport and a written explanation for not having a FIN.
Template Letter be like:
Explanation Regarding the Absence of a FIN
I am writing to express my keen interest in obtaining a debit card from Oversea-Chinese Banking Corporation and to provide an explanation regarding the absence of a Foreign Identification Number (FIN) in my application.
Recently, I opened a 360 account with your esteemed bank. During the process, I realized that I missed the opportunity to apply for a debit card due to the requirement of a FIN, which I currently do not possess as a foreign national.
As a professional [Your Profession] with a stable and reputable career, I prioritize financial integrity and responsibility. My need for a debit card is driven by frequent overseas transactions and daily financial activities. I believe that having a debit card from your bank will greatly facilitate my financial management and enhance my banking experience with OCBC.
I understand that OCBC considers applications for debit cards from foreign clients without a FIN. In this regard, I assure you of my strong financial background and my commitment to upholding the terms and conditions associated with the use of the debit card.
Enclosed with this letter, you will find supporting documents, including proof of identity, employment, and income, for your perusal and verification. I am willing to provide any additional information or documentation that may be required to process my application.
I sincerely hope that my application will be considered favorably. As a customer of OCBC, I am committed to maintaining the highest standards of financial conduct.
Thank you for considering my application. I look forward to a favorable response and the opportunity to further strengthen my relationship with Oversea-Chinese Banking Corporation.
Yours faithfully,

But the problem with this method is that it’s troublesome and time‑consuming.
In fact, there’s a much faster way to re-trigger the 360 Account opening process in the app: first close the 360 Account that was set up on the website.
How to close it?

After logging in to your personal page, go to “Customer Service” → “Link or delink accounts” and simply close the 360 Account there.
Even if it’s processed on the same day, you don’t need to pay the 30 SGD fee mentioned by the FB online customer service.
Once you’ve closed the existing 360 Account on the website, you can re-open a 360 Account via the app.
There’s already a lot of information online about opening an OCBC account, but just a quick reminder here:
For foreigners, applying for a debit card and opening a 360 Account via the app is currently the fastest method.
After you complete the account opening in the app, the virtual card details will be provided in the app—take a screenshot and keep it.
Use the activation code sent via SMS/email to activate the card at this OCBC link (the process involves flipping the card image to see the back; the card number, expiry date and CVV will be the same as what you see in the app).
SMS:

Over the phone, they’ll verify your passport details, the last four digits of your card number, and information about the online transaction that triggered the risk control (which platform you used and what you were trying to buy, etc.).
The main purpose is to confirm that the transaction was indeed made by you. Once that’s done, your card will usually be unlocked within about an hour, and the virtual card will work normally again.
